The activities of the utilities are spread over a large geographical area and they experience difficulty in respect of close monitoring and reconciliation of revenue collected at various places from the consumers. A computerized system for revenue, the Revenue Realization Monitoring System (RRMS) has been developed to obtain speedily information about
• the revenue collected by different sub-divisions,
• revenue deposited by officials into various banks authorized by the utility, and
• remittance by bank to the utility’s Central Cash Collection Account(CCEA).
The system will help in expediting revenue collection of utilities stuck with various agencies/ banks and removing data inconsistency. It will reduce delay in the realization of revenue.The Energy Division, National Informatics Centre, Department of IT, Ministry of Communication & IT has developed a software module on RRMS which enables the utility to monitor and control the revenue aspects in an analytical manner. It also provides the desired information on daily/weekly and monthly basis on revenue collected by utility officials, revenue deposited in bank, remittance by bank to CCEA and return of cheques dishonoured.
The following reports are generated by RRMS on a day to day monitoring basis:
• Bank-wise deposit/credit.
• Closing balances of banks on previous Friday.
• Exceptional reports on closing balances of bank.
• Daily deposit and remittance.
• Reconciliation by bank branches to CCEA.
• Missing/suspense TT/MT/DD’s.
• Subdivision-wise monthly report on individual revenue heads.
• Cheque list of daily data entered.
• Monthly cheque list of dishonoured cheques.
We would like to present a case study about the use of RRMS.Revenue Realisation Monitoring System (RRMS) at RSEB/BSEB The RRMS software implementation was taken as a pilot project at Sikar district of Rajasthan in 1994 and was implemented at all the divisions of Rajasthan State Electricity Board in 1996. This project continued for a few years but progress became slow after RSEB was unbundled.
An advanced version of the same software (Computerized online Billing System – CBS) was developed in Oracle and implemented at BSEB in 2001.In this system, billing is being carried out at the Divisional level office whereas the collection of data is being done at the Bihar State Electricity Board (BSEB) Headquarters. The Circle office and Area Board offices access data from BSEB HQ server using RF network and the website (the details of hardware and software can be obtained from NIC). For this, NIC is responsible for hardware selection, procurement and installation, licensed system software procurement, installation, and configuration apart from application software design, development, and implementation.
